Shanxi Province will actively promote the reduction and reorganization of coal mines in accordance with the rule of law and marketization, and strive to shut down all coal mines with an annual output of less than 600,000 tons by the end of 2020. The number of coal mines in the province will decrease from 954 to fewer than 900, and the output of large coal mines will consist 76% of all coal output. Coal mines that fail to be restructured by the end of the year will be included in the capacity reduction plan.

Shanxi Province will also accelerate the promotion of coal mine safety technology innovation, build a coal mine safety risk monitoring and early warning system, encourage and guide enterprises to build smart coal mines, accelerate the application of advanced positioning technology in coal mines, improve the level of intensive production, and carry out scientific and technological breakthroughs in coal mining, tunneling, drilling, and auxiliary transportation.
